Position Description:

Finance Director Reports To: Director of Administration/CFO

REPORTING RELATIONSHIPS: Reports to the Chief Financial Officer; Supervises Administrative Assistant & Billing Clerk and Fiscal & Programming Administrative Assistant.


Duties:

SUMMARY: Responsible for the overall accounting, billing and budgeting functions throughout the agency; also responsible for systems implementations, which include internal auditing, the development and implementation of Finance policies/procedures, and information systems management.

ESSENTIAL FUNCTIONS:

  • Demonstrates sound Fiscal management practices.
  • Adheres to generally accepted accounting principles and related federal, state and local regulations.
  • Forecasts, develops, and monitors agency budget and cash flow and presents to the CFO
  • Prepares monthly financial statements for CFO and Board review.
  • Prepares financial data for external accounting/finance reviews.
  • Conducts PAWS/ISP correlation reviews in conjunction with billing specialist, and partners with Program Directors to ensure full utilization.
  • Monitors agency cash flow to ensure financial stability.
  • Summarizes agency investments and reports monthly to CFO. v Assists with revenue development.
  • Reconciles weekly billing in accordance with PAWS and Medicaid guidelines.
  • Assists with gathering/forwarding documentation needed for grant proposals.
  • Assists with financial feasibility reviews for potential ventures.

Staff Supervision:

  • Provides ongoing, timely feedback to staff on job performance through informal and formal means.
  • Provides regular, direct observation of staff and monitors staff performance.

Systems Management:

  • Develops, implements, and monitors Finance policies/procedures.
  • Performs internal fiscal audits and oversees internal client banking and rep payee audits.
  • Oversees payroll administration and compliance with related regulations.

Complies with Federal, State, and Local tax requirements:

  • Ensures related employment taxes are collected and forwarded in a timely manner.
  • Ensures all federal, state, and local payroll tax forms are filed within deadlines.
  • Oversees and monitors payroll processing by third party payroll.
  • Transmits time entries and wage entry adjustments for payroll.

Requirements:

QUALIFICATIONS:

  • Bachelor’s degree in accounting or related field.
  • Demonstrated knowledge of GAAP.
  • Three or more years of post-graduate accounting experience.
  • One or more years of supervisory experience.
  • Knowledge of accounting software.
  • Ability to effectively communicate in written and oral form, basic math and money handling skills.
  • Acceptable background and related registry check(s).
  • Valid driver’s license and a verifiable low risk driving record.
  • Experience with Non-profits and 501(C) 3 designations, preferred.

MENTAL DEMANDS:

  • Ability to make independent decisions; knowledge of social service functions; knowledge of IDD philosophy and agency, local, state and federal policies and procedures; knowledge of reimbursement accounting practices, methods, and procedures; ability to compile and analyze data and project costs; strong organizational skills, proficiency in time management, and computer knowledge.

PHYSICAL DEMANDS:

  • Requires some travel.

UNUSUAL CONDITIONS:

  • Must be able and willing to accommodate and work odd hours.
