Organization Description:

As a statewide association of service providers, OPRA is a leader in efforts to collaboratively build a statewide service system that meets the needs of its ultimate customers: Ohioans with developmental disabilities. Currently, OPRA’s Membership consists of 195 provider organizations, both for-profit and not-for-profit, providing services to more than 40,000 Ohioans with developmental disabilities.

Position Description:

OPRA is looking for a Director of Medicaid Policy and Data to assist in our advocacy initiatives and further develop data, analytics and resources to support OPRA’s membership of disability service providers. This position will be a part of OPRA’s Leadership/Policy team and will help develop data-based solutions and best practice alternatives as Ohio’s DD system enters into a process of Medicaid waiver redesign and ICF modernization. This position will work with both state and national partners to help craft and implement Medicaid policy, as well as provide technical assistance and training directly to OPRA’s membership. The Director of Medicaid Policy and Data will also be responsible for developing, implementing and analyzing surveys and data-gathering initiatives to capture trends, patterns and promising practices..

Duties:

Work with the OPRA Team and Board of Directors to develop policy proposals relevant to Medicaid services, including HCBS waivers and Intermediate Care Facility services.
Consult, collaborate and advocate with the Ohio Department of Disabilities, Department of Medicaid and other state partners on Medicaid policy issues that impact the OPRA membership.
Work with national partners to gather data, trends and Medicaid program models from other states and across the country.
Develop surveys and other data-gathering initiatives to capture trends and patterns in service delivery, as well as the impact of policies on member organizations.
Provide technical assistance and training to members in relevant areas of Medicaid policy including, but not limited to ICF cost reporting, billing and reimbursement, compliant documentation and best practice service models.

Requirements:

Bachelor’s degree required in accounting/finance or relevant area preferred.
Candidate must have in-depth experience with Medicaid, including Ohio’s ICF and waiver services, as well as knowledge of alternative service and reimbursement models
Candidate must be able to present information to large audiences of OPRA’s membership, as well as participate in OPRA committees and state-level workgroups.
Candidate must be able to develop effective surveys and analyze self-created data sets, as well as data provided by state and national partners.

Compensation:

Compensation will be based on experience.
