Organization Description:

Scioto Residential Services (SRS) is a non-profit Medicaid provider of services for individuals with intellectual and physical developmental disabilities established in 1974. SRS provides day services and residential services. SRS has 12 homes licensed by the Ohio Department of Developmental Disabilities (ODODD). Services are provided in Scioto County. SRS provides day services from a central location with opportunities for community inclusion. Residential census as of 8.13.2025 is 34 individuals and day services support 15 individuals as of 8.13.2025.

Position Description:

The Executive Director (ED) reports to a volunteer Board of Directors. This is an operational board and not an advisory board. The ED is an at will salary exempt from overtime pay employee of the Board of Directors. The salary of the ED is determined by the Board of Directors. Salary is $60,000 - $80,000 based on experience. The Board of Directors will review the ED’s salary annually. This is a salary review and not an automatic increase in salary each year. The Board of Directors considers industry trends for ED’s, performance of the ED and the fiscal standing of the organization when determining annual salary increases. The Board of Directors may consult with the organization’s accountant on the organization’s current and projected financial position when reviewing the ED’s salary. The ED is in the role of Director of Operations (DOO), per ODODD definition of DOO.

Staff members in the following positions report to the ED: Human Resources Officer, AP/R Manager, Registered Nurse, Residential Services Director and Day Services Coordinator.

Duties:

Board of Directors:

The ED works in partnership with the Board of Directors and works for the Board of Directors.
The ED meets with the Board of Directors as needed and at least once each quarter.
The ED is responsible for ensuring that the Board of Directors is aware of all regulations and laws.
The ED is responsible for all preparations for board meetings including developing the agenda for meetings and all documents and information for board review during meetings. Reports provided to the board include financial reports, government compliance reports, trends and changes in the field of developmental disabilities, needed general policy and HR policy changes and updates, and status reports on human resources and client services including major unusual incidents.
The ED is responsible for maintenance of all board records. When needed communications are made to all members between meetings.

Leadership:

The ED provides the most visible leadership within the organization. This requires addressing all employees in-person at group meetings throughout the year. If in-person addresses aren’t possible written memos or emails giving status reports or announcements are sent.
Routine weekly or monthly in-person group meetings are required with management and key staff members.
Holding the key leadership role in the organization, it is the ED’s responsibility to build consensus and make any needed corrections.
The ED must be successful with conflict resolution.
The ED is aware of group dynamics and asks the difficult questions. The ED will not be liked by all persons in the organization. The goal is to be respected by most persons.

Communication Among Stakeholders, Community Image, and Community Inclusion for Individuals:

The ED is responsible for creating the “Big Picture”.
The ED is responsible for communicating the vision to internal and external stakeholders. Stakeholders need to maintain awareness of how they individually fit into the big picture. The ED acknowledges accountability to all stakeholders with authenticity.
The ED is responsible for maintaining a positive image of the organization in the community. This requires the ED to communicate the importance of a positive image in the community to all staff members. This is especially important for direct service staff members that frequently accompany individuals into the community for activities and community inclusion.

Human Resources:

The ED must ensure that recruitment, training, onboarding, and retention are carried out with compliance of government regulations and laws and in compliance with SRS policies and procedures.
The ED is responsible for providing training to the Human Resources Officer (HRO) and on-going monitoring and collaboration on complex HR functions and decisions. The HRO reports directly to the ED.
The ED is responsible for ensuring that all HR functions are conducted in a manner that ensures consistent and non-discriminatory actions are taken for all applicants and staff members.
The ED is responsible for reviewing and approving all procedures written by the HRO before they are implemented.
The ED requires routine data reports on HR functions from the HRO.

Compliance:

The ED is ultimately responsible for ensuring compliance with all regulations
The ED must stay on top of industry trends, developments, and changes in OAC and laws.
The ED consults with administrative and management staff members, and when appropriate with direct service staff members, to determine strategies for addressing changes.
The ED ensures that staff understand that implementation of some changes require input and authorization from the Board of Directors.
The ED requires routine reports from program services staff members and human resources staff members to ensure compliance with regulations and standards.

Financial Management:

The most important responsibility of the ED is to ensure the fiscal integrity of the organization. If an organization fails financially the organization will no longer exist. An organization may have happy clients that receive outstanding supports; staff members may see the organization favorably and desire to stay with the company; compliance with regulatory entities may be great, but without funds for operation none of the good things will continue.
The ED must be wise when making all decisions related to how funds are used. These are the most difficult decisions an ED makes and can result in many disgruntled persons. When possible finding consensus on decisions is imperative so that staff members can provide explanations to persons that ask them questions. Preparing administrative and management staff members to answer difficult questions is of greatest importance. There are times when it isn’t appropriate to consult with staff members. For example, making decisions on pay increases for staff members that report to the ED requires research to compare industry trends and consideration of each staff members’ performance.
The ED monitors bookkeeping staff members to ensure that accounts receivable are current and all services provided are billed for as promptly as possible. Close monitoring is required for accounts payable to ensure purchases are appropriate and value of goods and services are considered. Clear documentation, electronically and paper, are monitored including document creation and storage.
The ED ensures that payroll is met and all obligations are paid promptly. Contact is required with accounting firm for prompt turnaround of financial reports.
The ED promptly reviews financial reports and assigns research to bookkeeping staff for resolution. When needed the ED submits questions to accountants.
The ED works with the primary accountant to develop annual operating budgets and presents to the Board of Directors for review, input, and approval.

Requirements:

Required Qualifications and Responsibilities:

Valid birth certificate, at least 21 years of age, valid social security card, valid driver license with record that is acceptable for insurability by organization insurance carrier.
High school diploma or certificate of high school equivalence. Documents must be submitted at time of initial interview.
Bachelor’s degree from an accredited college or university in a course of study that is related to the job responsibilities for the position of ED. Copy of bachelor’s degree required to be submitted with resume. Actual bachelor’s degree required to be submitted at time of initial interview.
Completion of the ODODD provided web-based orientation for administrators of residential facilities described in Ohio administrative code (OAC) 5123-3-01 appendix A. ODODD certificate of completion required to be submitted with resume. Applicants that have served in the role of DOO in Ohio must provide evidence of completion of ODODD current annual required training.
Have at least one year of full-time paid work experience in the provision of service designed and operated primarily for individuals with developmental disabilities with an entity licensed or certified by the state department of developmental disabilities or other state/commonwealth department responsible for developmental disabilities services.
Knowledge of OAC 5123 ODODD and knowledge of the field of developmental disabilities.
Experience working in an organization funded by Medicaid.
Demonstrated ability to quickly learn and function within unfamiliar software.
Ability to access and function on numerous government and private web-sites.
Demonstrated ability to write professional policies, procedures and other professional narratives.
Outstanding organization skills to write policies and procedures for staff members to follow to ensure electronic and paper records are maintained logically and consistently.
Logistics management to ensure quality client care, building maintenance, fleet management, and compliance with all applicable regulations and laws.
Knowledge of building maintenance and experience writing requests for proposals.
Excellent follow-up methods/skills.
Experience with financial management and budget development.
Experience with supervision of all levels of employees.
Knowledge of employment law.
Experience with Ohio Bureau of Workers Compensation and claims management.
Knowledge and experience with Ohio Department of Jobs and Family Services (ODJFS) unemployment insurance claims management.
Applicants that served as director of operations when the entity was denied certification indefinitely or certification was revoked indefinitely will not be considered for this position.
Applicants will have a complete background check completed per OAC 5123-2-02 Background investigations for employment. Applicants with an unfavorable background check will not be considered for the position of ED.
Applicants that served as director of operations when the provider had a license revoked or not renewed are required to provide details on the adverse action within their letter of application upon submission of resume.

Characteristics and Traits Needed by Executive Director

The ED needs to be diplomatic and decisive while being cognizant of the ramifications of decisions and sensitive to the process of building consensus.
Interpersonal skills that demonstrate a compassionate, but strong leader.
The ED must be a good listener, mature and flexible.
SRS requires the ED to maintain the highest ethical standards and to ensure that all staff members in leadership positions adhere to the same standards of ethics.
The ED must be comfortable with leading meetings and speaking to fairly large groups of people. Including the ability to respond to negativity that may be expressed by attendees.
The ED must have high energy, be highly self-motivated, good at setting priorities, and have the ability to deal with multiple tasks and functions simultaneously.
Most important is for the ED to be compassionate with both individuals served and staff members.
